Illinois Firefighter's Association, Inc. Annual Down & Dirty Firefighting Training Conference

Now is the time to sign up for the annual Down & Dirty Firefighting Training Conference.
Registration fees increase after October 3
Currently IFA members registration is $50 per member, Non-member registration fee is $75 per member. After October 3, registration fees increase by $50 per person.
There are some very nice, hands on, training classes available, along with some classroom classes and officer classes.

There will be a basket raffle on Friday night to help defray the cost of the conference. If your department would donate a basket, it would be greatly appreciated.

We are also working on some Saturday FREE entertainment for attendees.

We are also looking for some help to support the hospitality room. The department that has been doing it for years can no longer afford the costs involved. We are looking for any type of donations, money, beer, liquor. Any help would be greatly appreciated.

Fire Protection Research Foundation Report Reviews Effectiveness of Cooking Fire Prevention Technologies
Posted: September 11, 2014

In an effort to help improve cooking safety, the Fire Protection Research Foundation (Foundation), an affiliate of the National Fire Protection Association (NFPA), has released a report to help establish future standard test protocols for new and emerging technologies designed to prevent cooking fires. Currently, no such standards exist.

The "Development of Standardized Cooking Fires for Evaluation of Prevention Technologies" report, conducted in partnership with Hughes Associates, Inc., included the results of two live fire test series that took a look at the pre-ignition conditions for cooking oils in pans on electric surface cooktop ranges, and identified conditions that would present the greatest challenges to future prevention technologies. Examples of such prevention devices include special cooking ranges that control the amount of heat output or shut off after detecting excess heat.

Cooking equipment-related fires are a leading cause of U.S. fire loss. From 2007 to 2011, more than 150,000 home structure fires involving cooking equipment were reported, causing over 400 annual deaths, 5,800 injuries, and $853 million in direct property damage each year, according to NFPA's "Home Fires Involving Cooking Equipment" report.

"As cooking fires remain the number one cause of home fires, it is important to continue working on ways to develop standardized testing for new technologies related to cooking safety," says Kathleen Almand, NFPA vice president for research and executive director of the Fire Protection Research Foundation. "This latest report gets us one important step closer to establishing a standard protocol that will help protect consumers in the kitchen."

Hughes Associates and the Foundation have been working together since 2010 to review such technological options.

More information about NFPA's work with Hughes Associates around cooking safety technology can be found in the 2013 report, "Development of Standardized Cooking Fires for Evaluation of Prevention Technologies: Phase One Date Analysis". The report is a follow up to a Foundation project, "Home Cooking Fire Mitigation: Technology Assessment", completed in 2011 that identified and assessed these technologies.

The Pipeline and Hazardous Materials Safety Administration's (PHMSA) is seeking candidates for the position of Deputy Associate Administrator for Policy and Programs (DAA) in its Office of Hazardous Materials Safety (OHMS). This position is a senior executive position and presents an opportunity to promote public safety, security and the environment as related to the transportation of hazardous materials and dangerous goods. We are seeking a diverse pool of highly qualified candidates from both inside and outside government with proven executive leadership skills and demonstrated experience and success in implementing safety programs.

The DAA will be principally responsible for overseeing and managing the day-to day operations/activities of OHMS in headquarters. As such, the DAA will work closely with the Associate Administrator and the Deputy Associate Administrator for Field Operations to develop planning and priorities for OHMS operations and program responsibilities. In addition, the individual participates in long range planning and development of program applications.

The DAA will maintain a close, collegial relationship within OHMS to fully integrate all hazardous materials transportation safety initiatives, programs, and responsibilities that fall within OHMS, PHMSA, other modal administrations of the Department of Transportation (DOT), other federal agencies as well as international transportation safety organizations. As a confidential source of information, the DAA advises on program implementation and regulatory impact. This position also involves engagement with hazardous materials shippers, carriers, public safety organizations and other stakeholders having an interest in the safe transportation of hazardous materials.

Announcing the Passing of Orland Park FPD Firefighter Wes Peak

It is with deep regret that the Orland Fire Protection District announces the passing of Firefighter Wes Peak at the age of 36. Wes was with the Orland Fire Protection District for 7 years. He touched so many lives in a positive way; it is equally heartbreaking to the organization as it is on his family.

Wes was killed in a tragic single vehicle accident on Sunday morning. The accident is still under investigation; there are no additional details at this time.

 

Arrangements for Former Executive Board Member Nick Pistello

It is our sad duty to report the death of Nick Pistello. Nick was one of Local 2’s first stewards 1982-1990, he was Chief Steward from 1994-1996 and 6th District Business from 1990-1993 and 1996-2002, until he retired. He was a good friend to the girls at Local 2 and he will truly be missed!!

His visitation is as follows: Nick Pistello, visitation will be held on Wednesday, September 10th at Elmwood Chapel located at 11200 S. Ewing in Chicago from 2:00pm to 9:00pm. Funeral at Elmwood Chapel on Thursday, September 11th. Interment at Abraham Lincoln National Cemetery, 27034 Diagonal Rd, in Elwood, IL.

Please keep the Pistello family in your thoughts and prayers.

 

Great Innovations Humidifier Recall

September 3, U.S. Consumer Product Safety Commission – (National) Great Innovations recalls humidifiers due to fire hazard; sold exclusively by QVC. Great Innovations announced a recall for about 70,000 Ultrasonic Clean Mist Humidifiers due to the potential for water to enter the humidifier base and cause a short circuit, posing a fire hazard. The humidifiers were sold nationwide through QVC TV and online at QVC.com between December 2013 and February. Source:

the National Association of Insurance Commissioners (NAIC) has started a campaign to make individuals aware of the issues associated with corrugated stainless steel tubing (CSST).  The Department of Insurance has attached a safety brochure (http://csstsafety.com/CSST-Utility-Mailer.html) which details some of the risks associated with CSST.  The NAIC has suggested that state insurance departments work with state fire marshals to make the public aware of potential dangers.

NORMAL – Normal Fire Department announces visitation and funeral arrangements for Firefighter/Engineer Nick Whitfield, Jr..

At the request of the family, a semi-private visitation for family and friends will be held Monday, August 18, from 4:00 pm to 7:00 pm at Carmody-Flynn Funeral Home, 1800 Eastland Drive, Bloomington, Illinois.

The funeral service, including US Military and Fire Department honors, will be held Tuesday, August 19, at 10:00 am at Eastview Christian Church, 1500 Airport Road, Normal, Illinois. A firefighter walk through will commence following funeral services. Class “A” uniform is requested, if available, for all fire personnel.

Interment will follow in Peoria, Illinois.

All Hazard Incident Management Team Training Class

The AHIMT Class is a 5 day "technician- level" training class that allows students to focus on a position in the ICS Command and General Staff. Students stay in the same ICS C&GS position for the duration of the class and this allows them to better understand the planning cycle from that position.

The exercises involve the development of an IAP and the management of a situation that is on-going as well.

Students who are part of a local incident management team or who want to be part of a local incident management team will appreciate the class!

The class is grant funded so tuition is covered under an ITTF grant but lodging travel and meals are the responsibility of the student or the sponsoring agency.

The Office of the State Fire Marshal (OSFM) has been appropriated $1,000,000 for the State of Illinois Small Equipment Grant Program. The purpose of this program is to provide grants directly to local units of government for the purchase of small equipment by a fire department, fire protection district or township fire department. These grants may not exceed $26,000 to any fire department or fire protection district.

The open application period, is starting Friday, August 1, 2014 and ending Tuesday, September 30, 2014. Please find the application and W-9 forms at the links below.

Please note: The NFIRS requirement has changed as stated on the application. When downloading the application you will find examples of the NFIRS requirement (Monthly Incident Counts report) for your reference. These reports are required as an addition to the application. CO Poster Contest for Kids

Help stop the invisible killer! CPSC has just announced a new poster contest on the dangers of carbon monoxide. We need NFPA's help spreading the word and saving lives. See the attached contest brochure.

The contest is open to middle school students in 6, 7 and 8th grades. Winning posters will be chosen by a panel of CPSC judges, based on a clear CO safety message, design originality and visual appeal. Three finalists from each grade 6,7 and 8 and one finalist chosen by a public vote on CPSC's website will get each win $500 for a total of 10 finalists. CPSC judges will then chose one grand prize winner from the finalists. That lucky middle schooler will get an additional $1,000.

Use CPSC's poster contest to teach your community about the dangers of poisonous carbon monoxide. Reach out to middle school students to get them involved in preventing CO poisoning and in saving lives.

This year, we are accepting online submissions only at www.cpsc.gov/COcontest. A completed parent/guardian permission form is required to participate and must be submitted with the poster online. The contest runs through February 2015.

Please keep the family of Lee Kowalski in your prayers, he passed away the morning of Friday, July 18th. Lee was a retired 34 year member of Local 2, and well known for the many paintings and murals he created. He was an excellent artist and a very good Union man. He truly will be missed.

Arrangements are as follows:

Wake: Monday July 21st 2014 from 3pm to 9pm at Blake and Sons Funeral Home located at 4727 W. 13rd St. Oak Lawn IL

Former Fire Marshal Passes Away
Posted: 06/01/2014

Former State Fire Marshal Thomas L. Armstead passed away Sunday, June 1, 2014, in Springfield, IL. Armstead served as State Fire Marshal from 1991-2001. His dedication to the fire service was exemplified by his many accomplishments during his tenure as the Illinois State Fire Marshal. Under his direction, OSFM played a major role in the design and placement of the Firefighter Memorial on the grounds of the State Capitol Bldg. in Springfield and the initiation of the Illinois’ Firefighter License Plate program to assist in the maintenance of the Memorial; the statewide Fire Fighter Medal of Honor Ceremony was established, which is still held annually, to honor those killed or seriously injured in the line of duty and those who have displayed exceptional bravery or heroism while performing their duties; and the Illinois State Fire Museum located at the State Fairgrounds was dedicated and opened to the public. Additionally, during Armstead’s tenure, OSFM was successful in twice adopting updated editions of the NFPA Life Safety Code to serve as the state’s code for fire prevention and safety. Armstead was also the former Chief of Springfield Fire Department from 1985-1988.

The Gorham Volunteer Fire Department is sad to announce the sudden passing of Captain Jason Brannon, age 30. Captain Brannon was a six year member of the Gorham Volunteer Fire Department. Visitation will be held at Pettett Funeral Home, 1418 South Street in Murphysboro on Sunday from 5:00-8:00 p.m. Additional visitation will be held on Monday from 11:00 a.m. to 1:00 p.m. at Christ Community Church, 473 W. Harrison Road in Murphysboro (funeral services following). All fire trucks are welcome during the procession following the funeral to the burial at Pleasant Grove Cemetery. In lieu of flowers, memorials may be made to Captain Brannon’s children.

The application period for the first semester of National Fire Academy resident closes June 15. The first semester includes those classes scheduled from October 1, 2014 March 31, 2015. Applications must be postmarked between April 15 and June 15, 2014.

June 15th is also the deadline for EFO applications for the Federal fiscal year: October 1, 2014 through September 30, 2015
All students applying for NFA training courses are required to register for a Student Identification Number (SID). This number will be used in place of the Social Security Number on General Admissions Application forms.

Handson training means handson at the Illinois 12th ExplorerCadet Hands On Training Fire School June 1922, 2014.

Only the University of Illinois Fire Service Institute delivers livefire, handson training for Explorers and Cadets at our annual ExplorerCadet Fire School in Champaign, Illinois. And thanks to the Illinois Office of State Fire Marshal at a remarkable tuition fee of just $220 that includes lodging, breakfast and dinner at the dorm.

For three days, Explorers, Cadets and Junior Firefighters from ages 15 through 20 participate in livefire evolutions under the direct supervision of some of the best firefighting instructors in the nation.

A Friday night bonus program features 'After the Fire' an inspirational account from two young men who personally were involved in a tragic dormitory fire in 2000. They deliver a powerful message that all youth will benefit from hearing.

Cooking Fires Rank Second as Cause of Home Fires

SPRINGFIELD – The Office of the State Fire Marshal (OSFM) is taking the lead in educating Illinois residents to practice safe cooking habits to prevent home fire tragedies. Unattended cooking continues to be a top cause of home fires and injuries since 1990. Since 2011, cooking fires have ranked second as the cause of home fires, according to the National Fire Protection Association.

Jeff Pride "Investigator of the Year" IAAI award

Arson Investigator II Jeff Pride received the “Investigator of the Year” award Apr. 16th, 2014 at the International Association of Arson Investigators Conference in Las Vegas. Investigator Pride has been actively involved in numerous arson cases in the Cumberland County area since 2010. Two subjects were arrested and later convicted of Arson and Residential Arson solving over 25 cases.

IDNR Volunteer Fire Assistance Grant Program Financial Assistance Grant Period Opens
Posted: April 22, 2014

The Illinois Department of Natural Resources (IDNR) has been awarded federal funds from the U.S. Department of Agriculture Forest Service for approximately $300,000. This money is part of a national allotment for rural fire protection under the Cooperative Forestry Assistance Act of 1978, as amended by the Forest Stewardship Act of 1990. Payments pursuant to this grant are subject to the appropriation of adequate funds by the United States Congress. The funds will be distributed to fire fighting agencies as a 5050 reimbursement type grant with a maximum award of $10,000.00. Fire Departments must have funds available for the entire project cost at the time of application and be able to expend the entire project cost initially and then submit invoices and payment documentation to IDNR for 50% reimbursement of the total costs.

Common Voices Fire Safety Day Common Voices is coming to East Peoria, Illinois on Tuesday, April 29, 2014! The Fire Safety Day will provide educational outreach on community fire protection to fire department personnel, community stakeholders (realtors, insurance agents, policy makers, homebuilders, water purveyors) and citizens alike. All interested stakeholders are encouraged to attend, lunch is provided free of charge. Registration is also free and available at www.fireadvocates.org, along with a schedule of all locations and dates. Visitation/Funeral Arrangements for Danvers Firefighter Charles Gordon

Danvers It is with deep regret that the Danvers Community Fire Protection District announces the off duty passing of Firefighter Charles Gordon, on April 17, 2014.

Firefighter Gordon was a 50 year member of the Danvers Fire Department, and while he no longer responded on calls he was still active in the Department, attending training and meetings, as well as running the radio for calls.

The Fire Department's participation will be made, within the wishes of the family.

Please keep Charlie, and the Gordon family in your thoughts and prayers during this time of loss.

Visitation and Funeral arrangements for Danvers Firefighter Charles Gordon have been finalized by the Gordon family. Arrangements are as follows:
Both the Visitation and Funeral Services will be held at the First Presbyterian Church of Danvers, 201 E Main St, Danvers, IL 61732

> Visitation will be held on Monday April 21st from 4:00 pm to 8:00 pm.

> There will be a Firefighter walk through at 7:00 pm. Personnel will gather at the Danvers Fire Station at 208 E. Main which is across the street from the church. All Fire and EMS personnel should arrive 30 minutes prior to the walkthrough.

> The Funeral Service will be held on Tuesday April 22nd beginning at 11:00 am.

> Immediately following the Funeral Service a processional will carry > Firefighter Gordon to the Rosewood Cemetery on Twin Grove Road off of Rt.9

> Firefighter Gordon will receive Graveside Fire Department Honors.

Any Department Apparatus that plans on joining the Funeral Procession to the Cemetery should arrive at the Danvers Fire Station at least 30 minutes prior to the service to be placed in line.

Maps to the Cemetery shall be provided at the time of the lineup.

> Following the Graveside Service all personnel are invited to attend a luncheon at the church.

What can we do before, during, and after the crisis to ensure our people survivephysically and mentally? NFA Application period for Resident classes opens today EFO application period opens too

The application period for the first semester of National Fire Academy resident classes opens April 15. The application period closes June 15. The first semester includes those classes scheduled from October 1, 2014 – March 31, 2015. Applications must be postmarked between April 15 and June 15, 2014.

June 15th is also the deadline for EFO applications for the Federal fiscal year: October 1, 2014 through September 30, 2015.

2014 Illinois NFIRS Training Registration

The Illinois Office of the State Fire Marshal will be hosting NFIRS Trainings across the State in September, 2014. The trainings will cover basic coding and functions of the DET (NFIRSv592), Web Based Tools and DEBI (Online Reporting).

Departments are encouraged to bring a laptop with the DET download. Each department is limited to two (2) attendees due to limited seating. The training is FREE, and is on a first come, first serve basis.

Williamsville Fire Department Memorial for Lt. Britt

To all MABAS Divisions: Sent on behalf of Williamsville FPD

Mar 8th 10:00 am will be a memorial service at Williamsville United Methodist church 128 E Jones Williamsville, IL for Lt Bruce Britt 23year member of the Columbia Missouri fire department. He was a member of the Williamsville Volunteer Fire Department from 1984 till 1990 when he became member of Columbia FD. He died in the line of duty February 22, 2014 while responding to a walkway that had partially collapsed at University of Missouri housing. While working to save the lives and rescue to residence of this structure the walkway further collapsed causing injury severe enough to Lt. Britt that he was not able to be saved from.

We are planning on having a procession from the Williamsville firehouse 9850 S Williamsville Rd. Williamsville, IL. staging at firehouse and parking lot next to firehouse at 9:00am9:15. Departing approximately 9:30 going to church. Parking is tight, park on side streets and be sure not to block driveways.
Route will be leaving firehouse and parking lot to Main St.

Any honor guards or pipe and drum groups please just report to the church directly and you will line the front of the church and the walkway leading to the church entrance providing weather not bad.

Please feel free to call me for any questions.

Lastly anyone participating in memorial service please feel free to meet at our firehouse Thursday 7:00pm for a briefing and details of what's expected or going to happen.

Damaged Boilers from Colorado

Inspectors,

I received this information from the Chief of Colorado. Please be on the lookout for this boiler. (The City of Chicago has also been notified).

"As you may recall, Colorado experienced some heavy rains and subsequent flooding last fall. My inspectors red tagged many boilers due to the flooding; some of those boilers were sold at auction. One of the boilers photo attached was purchased by a company in Illinois and eventually was shipped back to IL in January 2014.

Sect IV, Parker WT, NB# 47533, yr blt 1997 Colorado Juris # 52139 written on the side.

Wanted to give you a heads up if this boiler should happen to show up in your jurisdiction. The boiler experienced flooding and obviously should refurbished if it is to be placed in service."

The Ottawa Fire Department and the LaSalle County Emergency Management Agency are Cosponsoring a Large Animal Rescue Class to be held Monday evening, February 24, 2014, from 1800 hrs. to 2200 hrs.

This course is designed to bring awareness information in how to handle large animal rescues ie. Cows, horses, pigs etc. Many of us deal with Large animal emergencies with accidents on our highways. This class will give instruction and information on how to deal with this type of emergency and many others.

Keep Pipes Warm to Maintain Sprinkler Systems

CHICAGO – As the weather again rushes below zero, the Office of the Illinois State Fire Marshal (OSFM) wishes to remind building owners that it is important to take steps to prevent freezeups of waterbased fire protection systems, such as automatic fire sprinkler systems.

While designers and installers of sprinkler systems take into account the variety of seasonal temperatures during installation, normal precautions should be taken to keep both the building and the fire sprinkler system warm. Like with all watercontaining pipes, freezing temperatures can cause pipes to break or leak, resulting in problems during operation in the event of a fire. As we have seen, freezing temperatures outside also make it more difficult to utilize external sources for fire suppression, increasing the importance of the building’s internal systems.

FEMA seeks applicants for Youth Preparedness Council

The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is seeking applicants for its Youth Preparedness Council.

The Youth Preparedness Council is a unique opportunity for youth leaders to serve on a highly distinguished national council and participate in the Youth Preparedness Council Summit. Additionally, the youth leaders have the opportunity to complete a selfselected youth preparedness project and to share their opinions, experiences, ideas, solutions and questions regarding youth disaster preparedness with the leadership of FEMA and national youth preparedness organizations. Once selected, members serve on the Council for one year, with the option to extend for an additional year, if formally requested by FEMA.

Council activities and projects center around five key areas of engagement: Programs, Partnerships, Events, Public Speaking/Outreach and Publishing. Members represent the youth perspective on emergency preparedness and share information with their communities. They also meet with FEMA on a regular basis to provide ongoing input on strategies, initiatives and projects throughout the duration of their term.

Any individual between the ages of 12 and 17 who is engaged in individual and community preparedness or who has experienced a disaster that has motivated him or her to make a positive difference in his or her community, may apply to serve on the Youth Preparedness Council. Individuals who applied last year are highly encouraged to apply again. Adults working with youth and/or community preparedness are encouraged to share the application with youth who might be interested in applying.

Youth interested in applying to the Council must submit a completed application form and two letters of recommendation. Specific information about completing and submitting the application and attachments can be found in the application instructions. All applications and supporting materials must be received no later than February 24, 2014, 11:59 p.m. EST in order to be eligible. New Youth Preparedness Council members will be announced in May 2014.

MABAS Notice: Scott Air Pack training class at The Joliet Fire Department

To all MABAS Divisions, sent on behalf of Joliet Fire,

My name is Brian Plyer and I am the Training Chief at The Joliet Fire Department. We will be hosting a Scott Air Pack recertification technician class. It will be taught by Scott instructors. We need at least 20 people in the class in order for it to proceed forward. Below are some of the prerequisites in order to attend the class. To register please go to the Scott Safety website.

1. Anyone who plans to attend/register for this class must attend a Specialist Level Class provided by a Scott Authorized Service Center if it's their first time. As well as work with an experienced technician at your service center to gain an understanding. These are new prerequisites.
2. All who plan on registering new or already certified must have a login to the Scott Safety website. As simple as going to the website and requesting a registration.
3. The class is now a combined Air Pak class which means it is no longer separated for AP 50/75 and NXG. The class is now 3 days, instead of 2 ½ and we cover all Scott air products.

The class is scheduled for February,18,19,and 20 at Joliet Fire Station #1, 101 E. Clinton St. Joliet Ill. It will start at 08:00hrs and run till approximately 17:00hrs.each day. When special amusements fail to follow state safety codes, they pose the risk of potentially deadly fires.

NFA application period opened October 15th closes December 15th

Folks,
The application period for the second semester of National Fire Academy resident classes opens October 15. The application period closes December 15. The second semester includes those classes scheduled from April 1 through September 30, 2014.
THERE IS A BIG CHANGE IN THE APPLICATION PROCESS!!

All students are required to register for a Student Identification Number (SID). This number will be used in place of the Social Security Number on General Admissions Application forms.

City of Highwood, Illinois is accepting applications and will be conducting a written exam for Firefighter/Paramedic. October 8, 2013 at 1:53pm FIREFIGHTER/PARAMEDIC City of Highwood, Illinois is accepting applications and will be conducting a written exam to establish an eligibility list for Firefighter/Paramedic. Applications and detailed information are available at City of Highwood, City Hall, 17 Highwood Ave., Highwood, Illinois, or on line at www.cityofhighwood.com Application period is open until Noon, Thursday, October 31. Written examination to take place at the City of Highwood, City Hall on Saturday, November 2, 2013 at 10:00 AM. All candidates will be required, at time of hire, 21 years of age, a US Citizen, valid driver’s license, Licensed Illinois Department of Public Health, EMTP, Certified by the Illinois Office of the State Fire Marshal Firefighter II. A current CPAT with Ladder Climb Exercise Certification will also be required at the time of the written exam. There will be a $25.00 application fee. This year’s campaign runs from October 6th to 12th and the goal of the FPW is to provide the public with safety tips to promote safe cooking and kitchen habits for the entire family.
